We are delighted to announce the appointment of two new Co-Chairs within the Social Care Nursing Advisory Councils (SCNACs) network.
In the East of England, Gavin Pathmarajan will join Victoria Hulström as Co-Chair. Gavin brings a wealth of experience and expertise from his social care background and is passionate about advancing the voice and influence of nursing within the care sector. We are excited to welcome his leadership and perspective to the regional council.
We are also pleased to confirm that Michelle Tennant has been appointed as Co-Chair for the North West. Michelle is already well known across the network, having been an active and valued member of her regional council and working closely with the existing Co-Chair team. Over the coming months, she will work alongside Karen Davies as part of a supported transition into the role.
As Michelle steps into her new position, we would like to extend our sincere thanks to Michelle Howarth, who is stepping down as North West Co-Chair after providing leadership and commitment to the council. We are delighted that she will remain an active member of the council, continuing to share her experience and expertise with colleagues across the region.
We would also like to express our heartfelt thanks to Jo-Anne Wilson, who has recently stepped down as Co-Chair for the Midlands. Jo-Anne has made a significant contribution during her term, championing the voice of social care nursing and supporting collaboration across the region. We are pleased that she too will remain actively involved as a council member.
The SCNACs network is committed to developing future nursing leaders and ensuring strong succession planning across all regions. With several Co-Chair terms approaching their conclusion over the coming months, we are encouraging more frontline nurses and nurse leaders to consider becoming involved.
Whether you are interested in joining your regional council or would like to express an interest in future Co-Chair opportunities, we would love to hear from you. The councils provide a unique opportunity to influence national and regional priorities, share best practice, and help shape the future of nursing within social care.
As we continue to strengthen and grow our network, we look forward to working with Gavin, Michelle and all our regional leaders in delivering positive outcomes for people who live, work and receive care across the social care sector.
Thank you to everyone who continues to support and contribute to the success of the SCNACs.
I’m delighted to welcome Gavin as Co-Chair of the East of England SCNAC. Gavin brings such positive energy, enthusiasm and a real can-do attitude, which I know will be a great addition to the council. I’m really looking forward to working alongside him and bringing together our different backgrounds, experiences and interests as we continue to work for adult social care nursing across the region.
Victoria Hulström, Co-Chair East of England SCNAC

I’m delighted to be taking on the role of Co-Chair of the East of England Social Care Nursing Advisory Council (SCNAC).
I have worked in health and social care for around 15 years, beginning my career as a care assistant before qualifying as a nurse and progressing into care home management, quality and senior leadership. I currently work as Head of Care and Quality at Cinnamon Care Collection, supporting care, quality and governance across 23 care homes.
Working across different roles has given me a real appreciation of the skill, commitment and leadership that exists within social care. I am particularly passionate about quality improvement, developing our workforce, using research and innovation to improve care, and ensuring that people receiving care remain at the centre of the decisions we make.
Throughout my career, I have had the opportunity to lead and support improvement across care services, work closely with regulators and health and social care partners, introduce new approaches to quality and safety, and support teams through periods of significant change. More recently, I have also been involved in bringing research into care homes, including supporting the implementation of the Vivaldi Social Care research programme across Cinnamon’s homes.
What matters most to me about SCNAC is making sure that social care nursing has a strong and confident voice. Nurses working in social care bring enormous expertise, often supporting people with increasingly complex needs while balancing clinical care with independence, choice and quality of life.
As Co-Chair, I want to listen to colleagues across the East of England, understand what matters to them and help make sure their experiences and ideas are represented. I also want to strengthen relationships across health and social care and encourage more opportunities for learning, research and professional development within our sector.
I’m looking forward to working alongside my fellow Co-Chair and SCNAC colleagues, learning from one another and contributing to the excellent work already happening across the East of England
Gavin Pathmarajan, Co-Chair East of England SCNAC
A warm welcome to our new SCNAC NW Co-Chair Michelle Tennant. I look forward to working together to champion the voice of adult social care nurses, strengthen collaboration and help shape the future of social care nursing. I look forward to all we can achieve together with our members and the greater NW ASC network.
Karen Davies, Co Chair South West SCNAC
Social care nursing is ready to take its place at the centre of how we think about health and care in this country, and Michelle is exactly the kind of leader to help make that happen. As a Queen’s Nurse, a Social Care Nurse Gold Award holder and a recognised voice on delegated healthcare, she has already shown what nursing leadership in home care can achieve. Her doctoral research into why care staff stay in domiciliary care means she will drive change grounded in evidence about the people who deliver care every day. As Co-Chair of the North West SCNAC, she has the opportunity to inspire more nurses to build careers in social care and to raise the profile of a workforce that has too often gone unseen. At Home Instead we are proud to back her, and I am excited by what she and Karen will achieve.
Sanjeev Kaushal, Director of Quality and International Operations – Home Instead

I’m currently the Clinical Governance Lead at Home Instead, a large domiciliary care provider with 270 UK offices. My role focuses on embedding a clinical governance structure to ensure high-quality, safe care in clients’ homes, particularly in delegated healthcare activities. My journey into healthcare has been varied and started in the NHS, I have been in the complex care space for over 15 years now, and I have worked closely with skills for care and DHSC on the guiding principles of delegating healthcare activities to non-clinical care staff, with particular focus on training and competency assessing. Alongside my work, I have completed a PhD in Ageing, focusing on workforce retention and the impact care has on the workforce. In 2024, I was honoured with the Queen’s Nurse title for my contributions to social care nursing and continue to drive high standards in the community.
Michelle Tennant – New Co-Chair South West SCNAC
