The SCNACs are a national network of seven regional councils commissioned by Skills for Care through funding provided by the Department of Health and Social Care (DHSC).
The network exists to strengthen professional nursing leadership within Adult Social Care, influence policy, support workforce development, and improve outcomes for people who draw on care and support services.
Through regional and national collaboration, SCNACs bring together nursing leaders, providers, educators, researchers, system partners and people with lived experience to share learning, shape priorities and drive improvement across the sector.
By creating strong links between local practice, regional leadership and national policy, SCNACs ensure that the voice, expertise and contribution of Adult Social Care Nursing is represented where decisions are made.

Why SCNACs Matter
Adult Social Care Nurses play a vital role in supporting people with complex physical, mental health and social care needs across a wide range of settings, including care homes, supported living services, specialist provision and community-based care.
As services become increasingly integrated, strong nursing leadership is essential to ensuring safe, effective, person-centred care.
The SCNAC network provides a collective voice for the profession, supporting leadership, innovation, education, workforce development and research whilst strengthening collaboration between health and social care partners.

Governance and Accountability
The Social Care Nursing Advisory Councils operate within a robust governance framework designed to provide national oversight whilst enabling regional leadership and local influence.
The SCNAC network is commissioned by Skills for Care through funding provided by the DHSC, with The Outstanding Society (OS) contracted to manage and coordinate the network. This includes supporting governance, stakeholder engagement, communications, programme delivery and the effective operation of the seven regional councils, ensuring a strong connection between regional activity and national priorities.
The network acts as a key conduit for sharing regional intelligence, innovation, challenges and opportunities, ensuring that the experience and expertise of Adult Social Care nursing contributes to national workforce development, professional leadership and system improvement.
The governance structure ensures that:
- Regional priorities inform national discussions.
- National priorities are translated into local action.
- Learning and innovation are shared across England.
- Adult Social Care Nursing is represented within wider health and care system developments.
- Opportunities and challenges from frontline practice are escalated appropriately.
- Activities align with national workforce, quality improvement and professional leadership priorities.
Regional Leadership
Each regional SCNAC is led by appointed Co-Chairs who work collaboratively with members and partners to identify priorities, share innovation and contribute to regional and national programmes of work.
Membership reflects the diversity of the Adult Social Care sector and may include representatives from:
- Adult Social Care providers
- Chief Nurses and nursing leaders
- NHS organisations
- Integrated Care Boards (ICBs)
- Local Authorities (LAs)
- Higher Education Institutions (HEIs)
- professional bodies
- research organisations
- independent and voluntary sector partners
- experts by experience and carers
